As part of the American Recovery and Reinvestment Act of 2009, the U.S. Department of Housing and Urban Development (HUD) has provided funds to cities and states to prevent individuals and families from becoming homeless and to assist those experiencing homelessness by quickly re-housing them. Individuals and families are eligible for HPRP assistance if they complete an initial consultation and eligibility screening, document a total household income at or below 50 percent of Area Median Income (AMI), and are either homeless or at-risk of becoming homeless without HPRP assistance. To determine whether an applicant will become homeless but for HPRP assistance, administrators will evaluate the extent to which no subsequent housing options, financial resources, or support networks are available to obtain immediate housing or remain in existing housing. For an example of how eligibility is determined, click here.
